Pavement management as defined by AASHTO is a coordinated systematic process for carrying out all activities related to pavements.

A pavement management system consists of three major components:
•	A system to regularly collect pavement conditions
•	A database to sort and store the collected data
•	An analysis program to evaluate repair or preservation strategies and suggest cost-effective projects to maintain pavement conditions

The analysis of a pavement system includes predicting how long a pavement will last with a certain kind of repair under a given load, climate, and other factors. The analysis will also predict annual repair costs, overall pavement performance, and expected pavement conditions.
